In every place there are people, there must be rules and regulations that govern these people. If there are none, you can imagine what may happen. The rules being there does not guarantee that they will be followed. People are prone to breaking them and at times it looks like the human nature naturally wants to go against the tides. Many convicted criminals are imprisoned not because they were not in the know of what the law was about. It is rarely the case. So even in places like PayPal, you should not be surprised to note that there is a small number of those who cannot keep the rules stipulated. For example, the account for paypal should have a minimum amount of money that should always be in the account. Failure to do this, your account may end up being closed and when you request to open it again, you will pay a fine.This is not the kind of reputation you want on PayPal or any other place. You should guard your reputation with all you have got.
